Electrical Problem (Cadillac Catera 2000)

The wiring system is really messed up. Battery charging at 17.4!!!
The alternator replaced recently...Determined it has to be a voltage regulator problem or the wiring to it, or a bad alternator.
I am having a hard time finding the schematics for the charging system. Unfortunately I am broke, please help...Many thanks!

It has to be the voltage regulator in the alt. Nothing on the vehicle will increase battery voltage.
