My radio doesn't come on and all it says 'LOC'. What's the problem?

You have to enter the silly 6-digit code. GM invented that so if you don't know it, the dealer can charge you for figuring out the code in it now, and calling their 800 number to get the unlock code. Just another of the many ways GM has of separating owners from their money.
