my buick regal 2000 won't heat up to the fullest, temp. guage sits at 1/4 mark(first quardrant) all times, what would be the reason??, thx

One of two things. The most likely culprit is a thermostat that is stuck open. This allows the coolant to free-flow and never fully heats up. The second, less-likely, possibility is that the fan circuit is stuck closed. This would result in the fan constantly running.
