I repaired a power steering line on a 2000 Buick LeSabre it has fluid in it but the power steering does not work, what do I need to do?

Lift up front of vehicle. Start engine and slowly turn steering from end to end a few times. If the fluid in reseroir drops, replenish and repeat turning of steering. When no bubbles are present in reservoir and fluid level does not drop, lower vehicle and test steering..
