HAD A PROBLEM WITH HEATER.
IT STAYED ON EVEN AFTER THE CAR WAS SWITCHED OFF DRAINING THE BATTERY FLAT.I WAS TOLD IT COULD A RESISTER WHICH SHORTS OUT. IT WAS NOT FOUND TO BE SO.I HAVE NOW ORDERED A COMPLETE HEATER CONTROL PANEL WHICH FITS INTO THE DASHBOARD.
WHAT IS THE PROCEDURE FOR REMOVING THE OLD ONE?

You ordered a part and you are sure it was not the final stage unit drawing the battery flat, OK
The E46 climate controls are seldom the cause for what you state, but if you need to install, remove the trim piece just above the glove box, start at the edge and lever it out, then you can see the screws for the radio and the rest of the dash occupants, go ahead and replace it and good luck
