I have a 2000 Acura TL, my power steering is making noise and spewing out foam. I already changed the power steering pump and it's still doing the same thing. What else can I do?

the fluid is being aerated, normally this is a pump problem, i would let the oil settle (a few hrs) check the level and start it up, turn the steering slowly to each lock, see if that will help bleed the system out, try this.
