Will not shift out of 1st gear?

My Dodge Dakota will not shift out of 1st gear. I just bought this truck at a steal price. It has a run lean code. I have changed the transmission pressure solenoid, transmission filter and fluid. So everything is good as far as the fluid goes. The RPM'S go up to about 3,000 but will not shift gears. What can I do?

You may have a shift solenoid that is not working which is common. Please go over this guide and get back to me.

The only code it's showing is a run lean code. Nothing else. And the speedometer shows 20mph but rpm goes up to about 3000 rpms
