Cant find timing mark on crankshaft

Changing timing belt on 2.4 volvo s70. Cant seem to find the timing mark on the crankshaft pulley. I set #1 piston at tdc and set the cam gears on there marks but the car still wont start.

There really is no such thing as top dead center anymore on this vehicles anymore. If the timing has been disturbed for any reason then you would need the special tools to lock the cam and crank in there correct timing position to install the timing belt. At this point you may want to take it in to a shop that has those tools and after have a compression check or cylinder leak down test to make sure no valves were bent while it was been cranked over?
