why does my 99 Volvo s70 overdrive button flash and my car drive slow-

I recently had a timing belt change, tune-up, replacement of two starter recoils,fuel pump, fuel filter and fuel pump relay all within the past month

The flashing light would indicate a fault in the transmission or the transmission control module or sensors for the transmission. You should take it in to a transmission shop to have it diagnosed.
