1999 Volkswagen Jetta Runs Terrible Raining Snowing Anytime There Moisture Air

jetta runs terrible when its raining or snowing or anytime there is moisture in the air. it sputters just like its not running on all cylinders until the engine warms up and dries itself out. also find alot of moisture under oil fill cap. has new plugs and wires but made no difference. so what can i check next?

1999 old body style or new body style? Engine size?
