1999 Toyota Solara Temperature Outside Below Freezing Temp Gauge Barely Moves

When the temperature outside goes to below freezing, the temp. gauge barely moves off the white line. However, if the temperature outside goes up to mid 40's or above, gauge stays at the halfway point and delivers more than enough heat. Gauge also will go to the halfway point if idling, but as soon as I start driving, it falls back to just above the white line and heat/defrost decreases.

check coolant level and have pressure checked for a coolant leak.
