1999 Toyota Corolla Stutter

I have a 1999 toyota corolla ve, and just two days ago it started having this stutering when the engine is on.. and the engine vibrates/shakes a bit when the engines on, and even more when the AC is turned on. A local mechanic told me that the wires and spark plugs needed changing.

Have him to check the spark plugs by removing them and inspecting them for damage (cracks, etc).
Is the check engine light On?
