What could cause about a 30 second delay in taillights coming on

Lo battery power, loose belt that hasn't been changed aswell as tensioner or maybe a small short in system

I have seen the brake light failure sensor start to go out can cause this problem it is located by the rear seat and if you open it up it all have burn marks on the circuit board. Here is the location so you can check it out. Check out the images (below). Let us know how it goes
