Radiator issue

Hi, I have a 99 Toyota Camry, and a few months ago, the radiator cracked on the head, so i replaced that as well as the thermostat, the radiator sensor on the bottom of the radiator, and the water pump, just last week, my temperature on my car went up, so i was able to pull the thermostat out, drove without my thermostat and that fixed the issue, until now. Today i was driving to work, and i noticed my temperature all the way up as i was stopped. I then accelerated, and the temp was going back to normal, so i went to buy a thermostat and put it in, and i noticed the fans not turning on, is there any way you can help me on this issue.

The fans would turn on only when the temperature for activating the fan switch is reached or when the A/C is turned on. Test if fan motors turn on when A?C is turned on.

Do you have coolant losses isues?
Was system bled of air?
Is the recovery tank depleting ?

Attached are the wiring diagram.

To test the fan motors, disconnect the wire connector and apply battery voltage to one terminal while grounding the other, fan should work if it is good.
Check the fuses and relays.
