1999 Toyota Camry P0446 Check Engine Light

The check engine light came on; OBDii code is p0446. According toyota parts list, there are two valves; one under the hood and another at the charcoal canister above rear wheel axle.
The cheapest repair solution would be check the vacuum hoses for leaks, check the two solenoids with a 9V battery and maybe replace them and the third is to replace the canister which I cant afford.
These are my findings in the last 24 hours after I got the code.
I need help with the diagnosis starting with the vacuum hoses, the solenoids, etc

This could be many things. It could be the vacuum switch valve (VSV) on the canister itself. It could also be cracked or damaged vacuum hoses a clogged EVAP vent or a faulty cut-off valve to name a few. The best thing to do is to have the EVAP system fogged or smoke tested.
Basically, smoke is forced into the EVAP system at a very low pressure. If there is a leak, the smoke will come out there and you will have found the problem.
