what would cause the dashlights to start blinking

recently the dashlights on the car started blinking at the same time and the highlights started changing between high and low beams, we have also noticed a loss of power, I put in a new battery but the problem hasn't gone away and today we noticed a noise when the air conditioner was turned on

Have you had the alternator tested yet?Also made sure the battery cables are clean and tight.
