If someone cut the wire to my relay box on a 1999 toyota avalon. Do I have to replace the whole relay box?

You should be able to simply reconnect the wires with a connector and a crimping tool. Where is the relay box located and which wire has been cut?

I would recommend soldering the broken wire, crimping can introduce corrosion in the joint and further problems.

Thanks for the answers it's not my car it's my sister's car but the shop told her she needed it replaced, but that is what I thought was that you could just reconnect the wires.

There are wire connectors that are covered with heat shrink wrap to prevent corrosion, however, soldering & covering with heat shrink wire wrap would be a better solution.
