toe bolts 1999 saturn sw2

i was told my toe bolts are frozen on the rear of my saturn 1999 sw2 wagon. are those hard to replace being a backyard mech. the passenger side is -.09 and the right side is .27. is this something i have to fix with 150000 miles?

I like to set the rear toe on those car's at positive 10 on each side.You have a little over double that on the right side which isn't good.I would say your going to get some uneven tire wear.The bolt's just screw in and have a nut.If it's frozen your going to have some trouble replacing them.How did they try to get them loose?I would go and get two bolt's and nut's off a car at pick a part.Then get some liquid wrench let it soak in really good get a long breaker bar and give it a good pull.They can get pretty tight sometimes.
