1999 Saturn Sl2 Dad Driving One Day Dash Light Tail Lights Just Went Out Found

my dad was driving my saturn one day and the dash light and tail lights just went out, so he found the fuse that controls them but only had a spare 20 fuse and it was supposed to be a 10, needless to say a wire shorted somewhere and i can't seem to find it anywhere, could it be in the multi switch or the dimmer?

I really doubt its in the switch did the 20 amp fuse blow also?They make a short circuit tracer it works great I have one.
