I have had this car for 3 months, the brake light (3rd light) comes on when the head lights are on.

Improper light operation like this is usually due to a bad ground. The clue is it is not full brightness. To verify this, if you remove all the tail light and rear side marker bulbs, the high-mount brake light will go off.
