Our 1999 Saturn was rear ended and we had the bent frame repaired. Is it likely to be sAfe if it is in another collision?

Depends on the extent of the damage that was caused by the accident without seeing it it's hard to say.I would hope the repair shop would have taken your safety in a future crash into consideration.Usually if there too badly damaged or wouldn't be safe in a future crash they would just total the car.
