1999 Saturn Sc1 Car Just Sitting Rpm Normal 9 Thousand Rpm You Put Gear

When the car is just sitting,the RPM is normal,at 9 thousand RPM,but when you put it in gear,and start to move and then take it out of gear,the RPM is up to 20 to 25 thousand RPM even when its stop,and also when it is coasting,the RPM does not go back to normal untill I come to a complete stop,and wait 5 to 30 second,,I know its a weirdist feeling,,But please can you give me an idea what the ploblem could be?????????

Lets try this first remove the negative battery cable for about a min then put it back on start the car and see if it corrected the problem?
