1999 Renault Clio Open Bonnet First Thing Water Level Reservoir Right Down

When i open the bonnet first thing the water level in the reservoir is right down.When i start the engine it comes up and completely fills the container and starts bubbling.The heater works ok so I have been told it could be the gasket ?

I would be getting a head check done, this is a simple chemical test to see if there is Co in the cooling system, if so you will have a head gasket problem, most work shops can do this test.
