1999 Pontiac Sunfire Hazard Lights Blink Off On They Should Turn Signals Work

My hazard lights blink off and on like they should but my turn signals do not work at all. Does my vehicle have two flashers one for the hazard signal and one for the turning signal?

They usually do so when you turn the turn signal on do they at least light up on the indicator on the cluster? Also do you have a multi meter to do some testing?
