1999 Pontiac Grand Prix not shifting into the gears

If the cadillitic converter is cut off and was replaced with a pipe. Would that make the car not shift unless it goes up to 4000 rpms then it will shift. And it dont shift into overdrive and also had no kickdown. What elsr could be the problem

have a trans guy look at it sounds like it is in limp mode so there may be a clutch pak burnt up and time for a rebuild.
