Any applicable trouble codes? Does the fan come on when you turn on ac? The coolant temp sensor could cause an issue or wiring circuit, somewhere. Does the vehicle overheat?

What is the temp reading? Maybe air in the cooling system? Was it overheating before you changed the radiator?

What is the actual temp reading? Some fans won't come on till 220 degrees or better.
