Battery or more?

My 1999 Pontiac Grand Prix wont start. For the past couple of weeks it has been hard to start I thought the battery was going. I even sucessfully jumped it a couple of times. I just got back from being out of town for 2 weeks. on my return my car wouldnt start. I bought a new battery and it still wont start. The lights are on and the gsges all work but it wont even click. Any Ideas?

Check that the battery terminals are clean and tight, check for battery voltage at the main starter cable and battery voltage at the solinoid wire with the key on crank, start here and let me know what you find, basically if you have power there the starter will be faulty.
