On the fuel pump is a float which is attached to a rheostat. Based on the position of the float in the tank determines how much power is sent to the gauge. If the gauge is all over the place, chances are the rheostat is bad or there is a ground issue. The bad news is that the float assembly is part of the fuel pump assembly and not a cheap apart to replace.
