engine has no power

I have a 99 firebird 3.8litre engine that starts and idles fine but when driving has no power also when parked and in neutral or park it will not rev over 3000 rpm.It has had a complete tuneup with spark plugs, wires coil paks, etc.

Have the fuel pressure checked.
