Will not crank or start

we turn the key on and the dash lights come on but will not crank and no headlights. wont turn over or anything. it has a fuse for starter and it is good. could it possibly have a short or the starter?

Good evening,

I would start by load testing the battery.

If it passes, then make sure the cables are clean inside and out.

then we will need to do testing with a test light to see if there is power going to the starter solenoid. I attached a picture of the diagram for the starting system.
