Steering wobbles and shakes at variable speeds. Yes the tires need to be replaced due to heavy wear, but I'm afraid that the wheel bearing may also need to be replaced. Any way that I can be sure before I take it in for repair?

Not until you have some good tires on it. The tires will disguise any bearing noise.
