How do I set the timing on my 99 voyager? Belt came off I put it back On undamaged but timing is off do I need any special tools

because this is an interference engine you more than likely bent a few valves. you should get a new timing belt preferably a timing belt kit . it will have all parts you should change. you cannot reinstall the old one because it's worn out especially from the pics you sent. instructions and diagrams are in pics.
