new solenoid pack??

If there is no communication between the transmission "brain" and the main "brain" could the problem be a bad solenoid pack on the transmission?, Also is there a problem with the solenoid if there is fluid in the top connector of pack?

The fluid could be shorting out the circuit-who knows-liquid is a conductor
