I need to replace struts in the back my friend has quick struts from a 98 cavilier can I use them on my neon ?

GM parts do not fit on a Chrysler product. Chrysler has always been very good about making parts interchange between their models. GM has a very long history of making parts different between models, years, and engine sizes so no shop can afford to stock the common parts for every model.
