I have a 1999 Neon ( yeah don't laugh) and the turn signals, radio, blower motor ( sometimes gauges) are randomly not working. Turn the car off and they sometimes start working again. Seems to happen more when it is cold out.

Suspect the ignition switch. Also look for overheated terminals in the electrical connector. If two of them are burned, they can be cut out of the plastic body and replaced individually with crimp on terminals. Solder then too for a good connection. If the wires have lost their flexibility from being overheated, cut out 4" and splice in new sections.

This happens most commonly on cars where people use the heater fan on the highest settings a lot.
