speedometer does not work engine is sluggish check engine light on

My car is a 99 Plymouth breeze automatic. The speedometer does not work at the exact same time the car is sluggish, seems to have a high rpm, as if it is having a hard time changing gears. When I take my foot off of the accelerator the car slows right down

car is sluggish, slow to switch gears-once I take my foot off of the accelerator the car slows right down.
the "Check engine" light is on
