whats wrong about with van

why does my husband sees fire from inside the muffler and its noraml. van fan turns on direct and does not turns off when the van is off. why?

so how do you turn off fan? is it inside or under hood fan?

Fire: Could be running too rich and loading up

Fan: Fan relay could be sticking or the fan power circuit is shorted directly to ground.

what does running too and loading up means? see cause my brother was expecter in car since he was teenager but he pass away 8 momths ago.
