engine smells like burning rubber

My engine smells like burning rubber and the smell is stronger by my alt. belt, I have looked at the pulleys to make sure none of them are froze up but they all seem to be fine. What are some other things i should check? What are a few possible problems this could be?

loose belt, bad belt or one of the pulleys is tight and barely turning

Could be a bad harmonic damper as well.
