1999 Mitsubishi Eclipse no power to obd 2 port

My 1999 eclipse has no power try to get a code and nothing. Took it to Autozone and Oreilly and no luck. Check all my fuses and are good my cigarette lighter work, interior light work and car runs good, so I don't think ECU is bad. Seen other post from Eclipse owners with same problem and found no serious answers. Any ideas ?

check fuel pressure with a gauge, auto parts rent them

We all do respect, I don't know everything but I don't think fuel pressure have nothing to do with having no power on the OBD II port where you connect the reader to get the car's computer codes.

I misread it check fuse 11 underhood fuse box if not that then you'll have to see if it's a bad connection at ecm and aldl but check fuel pressure anyhow it may be low.
