1999 Mercury Tracer Replaced Belt Aligned Correctly Try Crank Car Acts Binds

i have replaced my belt aligned correctly and when i try to crank the car it acts like it binds up at first then it fires and almost cranks but does not. does that mean my valves are damaged?

thats what it sounds like. have a compression test done along with leak down test to confirm.
