I have a 1999 mercury tracer that died when I was going up a hill and now it won't start. Before it died some of the problems I had were when going up hill it would chug and I could have the pedal all the way to the floor. While driving sometimes it chug like it was going to die but never did. Now when I tried to start it it cranks like it wants to start but it doesn't. I don't know that this matters but the day it died on me the gas gauge is stuck at a half of tank. Is it the idle control valve think that is what it is called?

First if your fuel gauge is stuck put a coplegallons of fuel in teh tank and see if it starts. If it doesn't then check your fuel pressure. It really sounds as if you ran out of gas.

Hold gas peddle 1/2 way down as cranking if that get the engine started suspect IAC
check for spark, check for fuel and fuel pressure
