Usually found on the outside firewall, straight ahead of the EVAP box. Probably got crap in the way to see it directly. Most likely a rubber k. Nub barely protruding thru.
In the past, I have found that "Poking It", makes the stoppage go back in, only to stop up again and soon.
I have taken copper tubing and bent it, to go to the proper spot. Then, with duct tape attach it to my shop-vac hose (basically a duct tape reducer) Then S. Uck it out, his has worked very well for me! I've also seen "Pokers" accidentally cut their old, deteriorating, rubber snout in between the firewall and EVAP box. Then it leaks in the floor no matter what. Till it's replaced
