car still runs a low temp

I have a 1999 Mercury Sable. I flushed the radiator and heater core. I replaced the thermostat twice. The car still runs a low temp and I think the cooling fans are running contentiously. Any suggestions would be appreciated.

When I replaced the thermostat it seemed to be ok and keep temperature. Once I start driving the temp drops.

You could have a bad temperature sensor.
A good way to check is to get an infra-red termotoer as they go for less than $20 now and come in handy.
You can check the temperature gauge against the thermometer reading and see if the sensor is bad.
