1999 Mercury Marquis Having Difficulty Shifting Park Reverse Drive After

I am having difficulty shifting from park to reverse or drive after starting the engine. sometimes if I stand hard on the brake it will shift but sometimes I have to push on the brake several times to get it to shift. What is wrong and how do I fix it ?

sounds like the brake light switch is bad as it controls inter lock solenoid
