Is there a way to get the transmission of a 1999 mercury cougar into neutral without power

Turn the key ahead one notch and you should be able to shift it.

Wrenchtech, will that work even if there is no battery hooked up. I had the positive cable on the car burn up yesterday and now when I try to hook up battery it shorts out. The car is in park so I can't move it out of the way

Wrenchtech, Someone said something about an electronic transmission? This is on my sons car, so I have to go to where he is and would like any advice I can get

No, it's just the shift interlock keeping it in Park. It's a safety feature so you have to step on the brake to shift it. Many of them also have a slot near the shifter to slip a key into to over ride the shift interlock too.
