I have a 1999 Mercury Cougar, 6 CYLN. On the back right side passenger tire there appears to be a snapped line. I took the car around the block and the brakes worked fine. I was wondering what that line is.

could be an evap line from the evap system.

is there any fluid loss??? thinking a vent line for the fuel tank

No, not fluid loss that I can tell.
Although it is hard to determine since the ground right now is soaked.
