I HAVE A 1999 MERCEDES C280 AND THE ENGINE RUNS HARD AND ACCELERATES SLOW. I HEARD IT COULD BE THE OIL PUMP?

Not sure what you mean by running hard? if you suspect an oil pump problem, get the pressure checked with a mechanical gauge.

When I hit accelerator my car moves slow and rough instead of a smooth take off. It won't pick up speed. I wonder if I should flush engine and change air filter
