What will cause b3000 to not want to take the gas going up a hill , will idling in the yard it's fine

When you start driving the truck it does fine for about a minute , then it acts like it want take the gas about to shut off , but when I turn the truck off and start it back up it runs again for about a minute then the same thing . Also the fuel pump stays on making a whining noise

That could mean the fuel pump is failing. Have the fuel pressure tested.
