'99 B3000 4x4 engages sometimes, when it doesn't the high and low range lights flash.

Brian, check the shift actuator on the t case, tap it with a hammer, these are the weak spots on Ford and Mazda 4X4..
Unplug the connector and inspect for corrosion and or water.
