Radiator hose broke and the engine wakened. The mechanical indicated that he had to change the packing of the butt and sanding the stock, which with the warming valves (12 valve) was deregulated but would skyrocket auto regulating again.

I like the vehicle it turned on, there is no compression and the mechanic indicates that I believe that we should change rings, I do not know what to do please to his diagnosis because the mechanic is not quite sure what it does.

If the compressions are low, you can replace the rings and i would replace the bearings as well,get the head checked for cracks as well, basically you need to re build the engine again.
